@Confined I'd guess it was a backup plan for the military industrial complex. The Hamas attack happened 4 days after Mike Johnson became Speaker, and aid to Ukraine was being threatened.

Unlikely. They are too invested in a project that doesn’t involve Hamas or Palestinians. For the US the conflict is ugly collateral, but the situation still viable.
