@gregloa Because insurance companies are a major part of the problem. You can get the cheap ones that don't cover anything by the time they use pre-existing conditions, exclusions, and co-pays so you are basically making a donation to the shareholders. Or you can go with Blue Shield and the more legitimate ones which are not quite as bad in coverage, but play mother-may-I games with the providers on coverage so you don't get much more.
Kaiser Permanente originated as a non-profit, public, fully integrated prepaid health care system in that terrible, terrible California that you describe. And ate the lunch of the for-profit insurers. Now cover roughly a third of Californians, and 30 million in 6 states across the country. Ranked first in quality of care, first in accessibility, first in service and among the leaders in morbidity and mortality outcomes; and while not the cheapest in just price, is by far the biggest value in what you get for your money.
