Kaiser Permanente. A truly integrated non-profit health care system, where the providers and health plan work in concert rather than playing gotcha. Highest quality and service ratings, most cost effective. The reason why they cover more than a third of Californians.

@gregloa Because insurance companies are a major part of the problem. You can get the cheap ones that don't cover anything by the time they use pre-existing conditions, exclusions, and co-pays so you are basically making a donation to the shareholders. Or you can go with Blue Shield and the more legitimate ones which are not quite as bad in coverage, but play mother-may-I games with the providers on coverage so you don't get much more.
Kaiser Permanente originated as a non-profit, public, fully integrated prepaid health care system in that terrible, terrible California that you describe. And ate the lunch of the for-profit insurers. Now cover roughly a third of Californians, and 30 million in 6 states across the country. Ranked first in quality of care, first in accessibility, first in service and among the leaders in morbidity and mortality outcomes; and while not the cheapest in just price, is by far the biggest value in what you get for your money.
