My cross shoulder seat belt does that, even though it is the standard design. I know if I get into an accident it will break my neck, No standard adjustment fixes it. I've purchased some cheap plastic clips to make the cross shoulder business lower, but they will quite obviously break and snap in half if there is a collision.
