I'd say graphic design is more about the layout, colour choices, composition, font, user interface design (like with webpages),
its like getting the functionality of it down, and then decorating it so it looks pretty
in short, graphic design is more abstract and graphic arts is more about the rendered details, draughtsmanship etc

@Fishy My oldest niece got her graphic design degree, however she cannot find a job to save her life because she refuses to move to a city that has actual graphics designs studios, like Los Angeles, Chicago, Philadelphia, or New York.

Design is an overall thing; in the context of graphics, you might think of it as cvisual engineering"--how will the page / billboard / video / etc. LOOK visually?
Illustration is actually making a drawing (but "illustrating" conveys the sense of having a purpose in explaining or presenting, like drawings in Grey's Anatomy).
Graphic arts is an umbrella term for that entire area of art. (Just as "performing arts" include things like piano playing, orchestral works, dance.)

If you referred to graphic arts in context of an art school, I'd think about traditional techniques like drawing with pencil or ink or some printing techniques like lino print or lithography
