It likely means she’s a nice person giving a reactive response. There’s no substance behind it.

If she stops what she’s doing to start a conversation with you and makes good eye contact, then there’s something potentially to pursue.

I think they're just being nice

It would mean I’m being nice, if I said it back. Back in the day, women would mutually compliment each other on clothes, hair, make-up etc. It meant we thought the other looked nice. I don’t know how that’s taken in modern times.

If you're also female, she may be complimenting you in return to be nice. That's what women do with other women.

But if a man tells her she's cute, she's gonna be more on-guard and not reply with a compliment in return unless she is physically attracted to him too.
