Yes, essentially.
I would suggest that it's difficult to first define a cultural equivalence of any kind and then to find universally agreed upon moral standards across all aspects of that culture. What is inevitable is that all cultures are built upon success and failures. Where you get to in the end can be somewhat undercut by what you did to get there.
I think it's better to focus on individuals in the vast majority of cases. It's far more of a level playing field.

What applies to me must apply to everyone
I think I would reverse that:What applies to everyone must apply to me.

Yes for the most part, but there are certain things that make a culture morally superior, like its stance on human rights.

No. All cultures have some beliefs which harm human life and well-being, and the extent of those beliefs varies between cultures.

No? Different cultures have different moral frameworks according to differnt contxt. Can't call them all even remotely equivalent.
Everybody is right if we dont disagree with them

All cultures have their own ideas of morality, and although they overlap in various ways I don't think it possible to equate them much in any meaningful way.

no...that's a big assumption to say religions, cultures and race are all the same. While I will say statistics about race in crime and I.Q are not real. I speak more of people of maybe scientific truths we don't want to discuss.
