When one is raised within a framework of laws, there’s nothing to be shocked by when the age of consent is 13. Yes, to many in countries where the age ranges from 18 to 21, this is a heinous act, yet when it’s normal, what’s to be concerned with.
@helenS 100% yes. Irrespective in the UK if someone over age of consent has sex with someone under age of consent then it's statutory rape.
In actuality of course if, like me, you're a teenage girl in care if you were ever brave enough to report it to the police they'd normally just dismiss it as you're "a skank who is asking for it". So if you're in care the age of consent for the police is 12/13.
