It makes for good discussion I suppose. But Mexico would never accept them. They have nothing to fear from any of their neighbors. They have no designs on their neighbors territory. So why put a target on your back for no reason?

I don't see Russia supplying Mexico with missiles as problematic, myself. There's no indication we're under imminent threat of attack from Mexico.
