@Ferise1 I am going to bed. So this is my last response. I'll assume the request for explanation is made in good faith, so here are a few very quick points.
Selection pressures on populations would require more than centuries to have a notable impact on the evolution of creatures with reproductive cycles on human timelines.
If you are speaking culturally, then that is a very subjective subject.
Irregardless of the above, warfare as a driving pressure for success would not be unique to romans vs. germanics. There have been many empires that warred against both neighboring tribes and other empires throughout human history for prolonged periods of time and throughout the world. So it's not exactly a unique use case that other peoples would lack.

Of course many people have had wars, but this has been the decisive one, that pushed Europe into the middle ages, another stage of war but it wouldn’t have happened without the confrontation with the Roman empire.
War has always been a gigantic propulsion of technology, just look at World War II and how the Western world has evolved since then
