Australia introduced a system called the NDIS… since it’s conception . Half the country’s now on disability benefits and 80% of jobs created are NDIS workers..

Ppl on disability and students arnt counted as “unemployed” so they boast low 4-5% unemployment numbers… proudly..

I suppose logically you have to look at the countries with largest populations first.

Then perhaps those countries where foreigners aren't tolerated well.

Then those countries where culture/religion insists on pairing family with each other.

Probably whichever country invests in looking for the people with special needs and supporting them. Not sure what you would be trying to measure with that number though. Just because a nation has a low case count doesn't mean they have fewer people with special needs. They may just be content to let them suffer or figure out how to manage.

It used to be Russia but i cant tell you what it is now i read an article somewhere on this it said in 1980 or so they were asked to participate in the Special Olympics they declined saying that they didnt have people with disabilities turns out they were institutionalizing them and a lot of them were killed.

Most purely capitalist countries have very high degrees of special needs cases compared to more moderate, more socially oriented countries in the world, mainly I think because people who live in highly capitalistic-oriented countries have unrealistically high expectations placed upon them that are either completely unattainable, or are illusionary at best.
