The governer controls the attitudes of the state. The representatives agree with him for the most part. These leaders control the police and the people who deal out the justice. For anyone of color, the state is no longer a safe bet for anyone. They will not receive fair treatment in the state. The warning is justified.

@ronisme1 it shouldn't be that way, the public attitude should set the policy. Maybe the friends i know who live there are in the minority.
