I know this is a joke but the real answer would be god. the list of atrocities commited by god is incredible, from the deluge, to sodom and gomorah, to the torture of Job for no other reason than to prove a point and we could go on and on. if we think of the number and seriousness of his evil deeds he is probably the greatest vilan of all human litterature.

There is an old Jewish story about this (not the Bible, but related in Nathan Ausubel's [i]A Treasury of Jewish Folklore[/i]). The rich people picked up the pieces that said "thou shalt" and the poor people got the ones that said "thou shalt not." So here we are.
