I finally photographed this bird after months of trying
I originally thought is was a Barred Cuckoo Shrike but changed my mind. Barred Cuckoo Shrikes have a yellow ring around their eyes. This one does not. So further investigation leads me to believe this is a juvenile female Cicada Bird.

Is it S E Asia? Asian Emerald Cuckoo-Chrysococcyx maculatus is likely. Im 99% its NOT a Cicadabird. Folks if you are posting bird photos it helps if you can put the region too.
