Emerald Cuckoo?I think its certainly a Cuckoo,its eating a large caterpillar.
Also see its feet.Two toes pointing forward,like Owls and Woodpeckers.
You might be confusing with Cuckoo-Shrikes which are not related to Cuckoos.

On reflection I agree it is not a Cicada Bird.
Might be a Shining Bronze Cuckoo.
