I finally photographed this bird after months of trying

I originally thought is was a Barred Cuckoo Shrike but changed my mind.
Barred Cuckoo Shrikes have a yellow ring around their eyes. This one does not.
So further investigation leads me to believe this is a juvenile female Cicada Bird.

We have some migrant birds called Mississippi kites that go to town on cicadas as soon as they hatch out and start their loud buzzing. I just love those birds. I think they eat June bugs till the cicadas hatch out.
