Being proud of something means to be complete and to have full satisfaction and contentment with either yourself, someone else, or something. It leaves you without any doubt, and for wanting nothing else from that person, or place, or thing because it’s a full completion.
I think what you are asking about is actually the opposite of being proud, it is the lack of confidence, the lack of assurance, in yourself, in someone else, or something. It is the lack of full satisfaction and completion, and you are left with wanting more..
Someone who acts like they are confident are reaching for reassurance from something outside of themselves, because they are not proud, but lacking. Their ego is wounded and needs outside sources to help smooth it down.

Not in my experience, but I suppose that if someone has achieved something truly exceptional they have a right to be pleased about it. Perhaps not mentioning it every time there is an opportunity would be more attractive.
