I concur, pure heartlessness deserves brutal consequences. I worked animal rescue for years and sights like this, along with worse, are more prevalent than I've cared to see.😞💔

...but if these pics were of a human that had suffered at the hands of another human, it'll be a case of "let's try and rehab the person who did this, sending them on a 2 week holiday may help, then when they come back, support offered, costing $1000's"
