What do you think should happen to people who abandon animals in horrible conditions?

Just saw on the news someone had left a cat and 2 kittens outside the RSPCA animal shelter last night. Its winter and they didn't give them a blanket to make it through the night.
2 months ago there was another story of puppies tied up in a plastic bag with no airholes left abandoned in a park garbage bin.
The animals were saved, luckily.
Now I don't believe in an 'Eye for an Eye', but here it seems warranted. Don't you think?

Two things you should never be lose with without feeling the wrath of God's endless shudder.
Kids and animals.
Domesticated animals, not counting cats, are slaves to their environment. If they are domestic they will still be domesticated when you abandon them.
Ducks. I think ducks would be ok if you dropped them near water.
