Submarines are actually harder to build and use than spacecraft, believe it or not. They have to withstand an incredible amount of water pressure over a large period of time, while submerged in corrosive salt water.

Spacecraft on the other hand, just have to survive launch, keep the radiation out, and the air in. The lunar lander on the Apollo missions had skin that was basically as thick as a couple of sheets of foil.

Plus, have you seen the stuff that lurks at the bottom of the ocean? It's terrifying!

Governments do not invest large sums of money into projects which do not benefit them,neither do they tell the public all they know...down the rabbithole...
