Why the hell do government's invest billions of bucks in flying a few people into outta space?

We can't fly living things any further than what we've gone, because of radiation from long exposure in space.

Wouldn't it make more sense to invest money in discovering our unexplored oceans?

Submarines are actually harder to build and use than spacecraft, believe it or not. They have to withstand an incredible amount of water pressure over a large period of time, while submerged in corrosive salt water.

Spacecraft on the other hand, just have to survive launch, keep the radiation out, and the air in. The lunar lander on the Apollo missions had skin that was basically as thick as a couple of sheets of foil.

Plus, have you seen the stuff that lurks at the bottom of the ocean? It's terrifying!
