new department manager started a couple of months back for a diff dept

This morning walked into work to find his team lead crying. Apparently he's been dumping his work on her and recently denied her the time off she's due, as she's been working OT on weekends to handle the work load.

Told her to grab a copy of her contract and take it to HR.

Personally I have been having issues due to him interfering in my department. I shut him down pretty quickly but recently he he's started up again.

I think he's angling for the Operations manager role. Either that or he was parachuted in, because the current OM and he are friends.

Those kinds of people are no good. Definitely go to HR and have your friend take notes.
It would be great if the situation can be handled so that he is told to reign it in. But if he and the OM are buddy buddy then there could be a real issue.
His position might come from much higher up. Noting, that if that is the case then often the higher-ups like his style of personnel control.
Don't you do anything that might put you in the firing line.

@Gusman Feels a bit unfair to control my behaviour when he's the one irritating everyone. But you make a good point.
