If they were capable of doing the job applied for, then yes. I don't see it as a bad thing. It may be something that they love doing. Long as it doesn't interfere with the job. I see nothing wrong with it.

oh god no.... i try telling the "kids" as part of the production team to not look at there phones unless on break....some will even operate forklifts while texting on their phones....then it's by-by and they don't know what they did wrong

It would depend on what type of job you were hiring for. If they seemed trustworthy on their resumé and during their interview, I would probably thing that they were.
Honestly, probably not. I'd give them a shot and try to be open minded at the very least though.
