Yes, that way they can commit a person to mental health care even if they don’t want it.
The police in America have a phrase “Death by Suicide”. When they get called out by a family member, roommate etc that a person is suicidal and see the person showing a weapon and gesturing like they are going to shoot the police the police will likely shoot them if it’s a gun they are showing. . Sometimes they will try other tactics if it’s a knife or they are threatening to jump from a high place. They’ll try to talk them down or talk to them for a long time to get them to drop the weapon or get help. I knew someone at work who was a painter at the university. He liked to go home and drink. His relative called one evening and said he was drinking & getting crazy and had a knife. The police tried to get him to drop the knife but he ran towards them and they shot him & he died. Likely his liver had a hard time filtering the paint chemicals and the alcohol both out of his system and the toxins messed with his mental state.

No, in fact euthenasia is becoming increasingly legal. What legal actions the police and anyone else are allowed to take to save the mentally ill from themselves, I don't know
