Try getting more sleep? Cortisol(stress hormone, can come from a lack of sleep) is a bitch for losing weight. If you are losing weight at an even clip though the belly should disappear soon, there isn't any rhyme or reason to fat burn sadly.

Had the same problem, it's just a case of keeping a calorie deficit, doing the cardio. it's always the last to go.
