Just to be fair:

Flooding is a frequent occurrence in Texas, with various types of floods happening regularly across the state. Small floods, like those that determine river channel width, happen about every two years. More substantial floods, like the recent one in the Texas Hill Country, occur less frequently, with moderate floods every 5-10 years and very large floods every 50-100 years. Texas is particularly prone to flash floods, especially in areas like "Flash Flood Alley" in the central part of the state.

@samueltyler2 You are right that floods can and do happen but weather departments and local governments and environmental planners normally all work together in some way to work out what is the best way to avoid being impacted by the flash floods and heavy seasonal rain fails the are known to occur tin flood prone areas.

It’s called planning and prevention which is kinda hard to when your federal funding gets cut in half by a 5yr old toddler president.
