Why are the toes and fingers always the most effected by the cold?

I was outside in the cold rain for a few minutes and my fingers and toes are like icicles

They're furthest from your heart, which is the warmth inside of you.

Also the further from the body mass which is like a coat to your organs, but the end of the limbs don't have that.

Because when you're cold your blood goes to the more important parts of your body, aka the organs, to make sure they don't freeze and stop working.
Chuck... they are the most vulnerable. see how tiny they are compared to everything else?

Less circulation, mass to surface area ratio as well.
