Musicman in the UK every vehicle needs a certificate of road worthyness each year.
You take your vehicle to a mechanic qualified in testing your vehicle for said certificate and they test everything from tyre pressure and tread to emissions; lights; brakes; clutch etc.
If your vehicle passes you get your certificate known as an M.o.T.

If your vehicle fails, technically you can't drive it away it needs to be towed.
