Can someone in the UK explain how taxing vehicles works?

I wonder if it's similar to motor vehicle tax here the we have to pay as part of registration renewal.

Pay a yearly subscription to government to use the roads......covered in pot holes. Amount worked out by how much "carbon" the car produces and if its "ulez compliant". Its yet another scam/tax.
