Council in Melbourne Australia now requires private land owners to get a permit to service/repair their own vehicles

You'd think this is an April fools joke but it's not April.
You also have to get a permit to have an unregistered vehicle on your own private land, or have an old vehicle that you're dismantling for parts/spares, or you want to have a shipping container for any reason (like storage), and more.
If this becomes a trend and spreads like a virus around more of Australia...
