i GET rare, but ground beef is the most likely cut to be harmful. it comes from processor where Lots of different bits get ground.
if you want REAL and RAW,, steak tartare raw, and ground, But usualy in the kitched from whence it is served, thus limiting pathogen exposure.
I would probably have sent that back.
I would possibly have "visited the kitchen" to show them ways to ensure cooking degree.
I was once served a Rare Porkchop, and yes that it was deliberate
that got a Kitchen visit. with the Manager

My niece, the inspector in a meat packing plant, says you would be crazy to eat raw ground beef.
