Ok, so my friend is divorced and when their daughter goes over her father's house she says he is always playing pool with his friends, or darts and they are drinking and being really loud. Plus he has her to stay in her room.

Not right.
Sounds like his daughter is a hinderance to his lifestyle and he really does not want her there.
She has to stay in her room?
This needs to change.
What does the daughter think of this situation? Does she enjoy going there?
Discuss with your friend the emotional damage being inflicted on her daughter.
Get a court order if necessary to stop the visitations.

Someone needs to take the father aside and have a serious talk with him.
Precious years are being lost because he will not grow out of his teenage persona.
Are your friend and him on friendly terms?
Can she have a discussion with him?
Would he listen and comprehend the enormity of such a discussion?
The most important person here is the daughter, she has no control here.
It is up to the adults to ensure her emotional wellbeing.
