it means you just call without purpose .. and he feels you are wasting his time .. Honestly life was great when phone calls were expensive even locally and you are not at liberty to yak on the phone .. where you are quick to convey the matter and hang up or wait for them to return the call.

And nobody calls just for the sake of calling since they have to pay..
