My friend is from the Philippines and her mom was a bleaching technician. She administered glutathione by IV which inhibit melanin. Over time producing white skin.
The purpose of this was beauty only and none of her clients needed this for medical reasons.
They all wanted to look whiter because it has become an acceptable notion that darker skin is uglier, less professional for high level positions and less likely to attract high level husband.

I do believe that this is clearly rooted in self hate but not always directly. In ethnic communities the world over white skin is seen as the beauty ideal. When 90% of your people do not have white skin but 90% of people in magazines and TV do it does a number on your brain.
Too many reasons to name how and why this all came about. I do not think that it is the same as tanning. White people can sit in the sun and tan naturally. Brown people will not turn white naturally.
