Stigma With Men Liking Boobs?

Why are men stigmatized for liking boobs, like in the boobs or butt argument?

I don't know if it is the fact that they like boobs or the fact that they can't control their impulses to stare directly AT the boobs of female co-workers, friends, or new acquaintances instead of their faces when speaking to them.
