Is the word "Herbert" really a euphemism for "pervert"?

I never used to think it was, but I have discovered a site which suggests it is.

But seriously, you're asking a small culture things... like a lot of small culture things, yes we culture circles use it, while a lot of others have absolutely no clue about it. But yes it is used in some circles, but I haven't heard it often.
