If i hire a construction company to build a building will the company paint it or do i have to hire another company

Builders build, painters paint. You could ask the builders to paint the place when you hire them. They may say okay, more money for them or they may recommend painters.

The right construction company/contractor will take it to completion...when they are done it should be ready for you to use.
