The actions of people within that country and their governments for allowing it. It's not all negative media some people just enjoy doing things that others consider repellent.

It’s natural to fear the unknown. Different is danger. If a baby has only ever seen white faces and an unknown black face walks into the room the baby will cry. The baby isn’t racist, it’s a natural reaction to the perceived threat of danger
