Almost 800 of the firefighters in Cali are prisoners "volunteering" for the position, getting paid $1/hr.

Those prisoners are not volunteering. I'm not saying that they can't do some good but forced labor is very prominent through thinly veiled threats. There was recent news that burger king, mcdonald's were taking part in it and a lot of meat factories do too. They should also get paid quite a bit more since they're risking their health and lungs.
