They're just doing what they're legally required to do. You'll have to take matters into your own hands. A bad infestation is likely involving several connecting units. Not much you can do except focus on entry points and making your home uninhabitable.

Do one of those roach foggers, then put the gel along the perimeter of every room. Weather strip windows and doors. Seal any cracks. Fix any leaks and close your drains.

There is also something called "diatomaceous earth" that if put down along the walls, it does not k*ll bugs immediately but does work, just google "does diatomaceous earth k*ll roaches"

Basically it damages their exoskeleton, causing dehydration rather than p0isoning them.
To us, it looks and feels like a fine powder but to bugs, it is like walking through shards of broken glass.
