I'm the one who usually smiles at strangers and most do return the smile, nod their head, etc. Some turn their head away or act as if I'm weird for smiling.

The younger they are, the more likely they will stare at their feet, or cell phone, or across the street and pretend I am not even there, two feet away. Older folks often say hello and smile.
