A related question: Why do American Presidents -- the GOP ones at least -- keep appointing "Tzars" to run things, like a "Drug Tsar" or whatever. Are we supposed to feel good about the connotations of unrestrained totalitarian power and control once exerted by the Tsars?

This is a very fair question. Seemingly sad direction that we are leading towards.

Calling things a "war" makes the politicians feel manly?

Anything the government doesn't like is a war on something

It's either a preamble to change in policy or it's a way to try and discredit evidence to the contrary
