Why are so many things thought of as being a "war" on something?

Why the belligerent phraseology? Like the "war on drugs", and the "war on terror". A new YouTube channel I've discovered; 'The War on Beauty'.

It's to get people worked up emotionally.

It's either a preamble to change in policy or it's a way to try and discredit evidence to the contrary
