Civic sense, who should be teaching it to the kids?

The kids, showing disrespectful behavior and misbehaving. Is it parents? Is it a school who has the responsibility?

I feel the older generations who are much better raised that way. What do you guys think?

I think it’s both parents and school. Basic values come from home, and school helps shape them Every generation is different but respect is always important.
