Civic sense, who should be teaching it to the kids?

The kids, showing disrespectful behavior and misbehaving. Is it parents? Is it a school who has the responsibility?

I feel the older generations who are much better raised that way. What do you guys think?

Parents should teach their kids, its their responsibility.
If my kid was to be disrespectful in public, I as a parent would be ashamed.

Schools are for aquiring and learning knowledge academically, Period.
