"Under the radar" does radar reach the ground?

So under the radar means that the object if going where radar can’t detect it. So if a person of object is hiding it is “under the radar”.
I used to repair radars in the Navy!

No. Radar is intentionally never shot at ground level because the microwaves can literally "cook" any animal it touches. Nearly instantly.
