What should be done with homeless people that refuse aid?

Let’s say they don’t want to accept shelter or hot meals but rather live on the streets pan handling. Perhaps they are loitering in front of local businesses and making it difficult for the business owners to conduct business. What do you believe would be a reasonable solution?

Not all people who are homeless need rehab. There are people here who are homeless due to lack of money to pay their rents or expenses. They just aren't being paid enough to carry anything but food. Many are looking for second jobs which can be difficult when they don't have a home address. Luckily, one of our county supervisors has been good enough to allow those living in their vehicles to park in his office lot over night so long as they come after 7pm and leave by 7am. A friend of mine who lives in a motorhome parks there every night. And I know another who sleeps in his truck. He's having a hard time finding work as he is elderly. Neither of the drink ir do drugs, they can 't even afford to.

@gregloa And there are those here who do. And of course there are those who don't. I don't make assumptions. I know people on either side.
