NO MEANS NO.

Why is so hard for some people to understand that when a girls says NO, then it means NO?

No matter how she is dressed, or what she had said before, if she now says NO, then it is NO.

Partly because in movies and TV a guy being persistent is rewarded eventually by getting the girl and then it's seen in retrospect as being romantic. He wore her down and now she loves him.

@grayhalo There's that, but then again, people should have functional brains of their own. This is not rocket science.

You are correct. People are capable enough to read the room so to speak. But in reality that doesn't seem to be the case.
