Should schools allow boys to wear shorts in summer months?

When I was at school, which was only a few years ago, the school I was at banned the wearing of shorts in the summer months. There were some really hot summers, and me and my friends felt sweaty and manky in trousers but the school wouldn't relax the dress code.

All through grammar school and into the second half of my sophomore year of high school, girls had to wear skirts and dresses. Both genders in grammar school wore shorts only in gym class.

When we hit high school, the rules were somewhat relaxed and girls and guys could wear jeans and slacks. Then the rules were relaxed ever further and the girls showed up in "Hot pants" outfits (yes, I had a couple I wore) and the guys wore shorts in and out of gym when it was hot. It has been a cold and wet spring the past two years, but the school (my old grammar one) in the back of my alley must have really relaxed the rules in this generation. I see the kids in navy blue slacks and shorts running in the yard. (I heard somewhere that the kids have to wear this color as a sort of uniform.)
