Is it cheaper to build/repair a motorcycle than it is to buy one?

Vehicles are one of the oddities were the parts apart can be more valuable/expensive than the completed item.

So unless you know what your doing, or get lucky, building a vehicle can get more expensive.

Though brand new ones can be expensive too.

So if simply looking for cheap, I'd look for used complete models.

Also what type of motorcycle are we talking about?
