Depends on the size of the horse, I guess. There are some in the malls that are meant for kids under 50 pounds.

@Jackaloftheazuresand I followed the link. I saw the vid. I read the responses. He doesn't look like he's doing anything wrong. And I didn't see a lot of criticism.
